The cornerstone was laid on 27 September 2002. Construction of this plant lasted longer than any other site. The budget grew from 15 million to over 40 million and the process of obtaining the permit saw demonstrations by local residents. The ribbon-cutting and the launch ceremony (a symbolic first bone was fed into the machinery) took place on 16 July 2004.
