The Tartu joint building of national defense institutions, to be built in Raadi, Tartu, is intended for units operating under the jurisdiction of the Ministry of Defense, primarily the Defense Forces, the Defense Resources Agency, and the National Defense Investment Center. The new building will have 100 workplaces, meeting rooms, and 210 barracks-style accommodation units. The estimated net area of the building is 4,700 square meters.
For the first time in Estonia, an alliance procurement model is used for the design-and-build construction in the field of defence, in which all alliance parties are jointly responsible for the result. From the beginning of the procurement, the architect, designer and builder have been involved.
The winner of the tender was determined through a competitive procedure with negotiation, in the stages of which, among other things, were evaluated the architectural solution proposed for the building, sketch designs of the outdoor space, as well as the ability of the teams to work jointly.
According to the principle of the alliance procurement contract, the schedule of the design-and-build works and the completion date will be ascertained during the development and implementation phase of the contract.
