The need to renovate the Tööstuse substation in Tartu was occasioned by the decision of Elektrilevi to change over from the existing 6 kV voltage to 10 kV voltage. The work included the complete decommissioning of the old 110 kV substation and the building of the new substation along with a new control building. A horizontal surface form was set out for the plot, which was originally on a considerable slope, and a retaining wall was put up to stabilise it. The three overhead line towers that had surrounded the substation were dismantled and replaced with a lattice tower to reduce intersections between overhead lines above the prospective road connecting Tähe and Turu street.
