What was once the most important submarine construction facility in tsarist Russia has now become a harbour complex open to both the people and the sea. In cooperation with BLRT, Merko has built a modern living environment and designs a public urban space that has become a popular place for Tallinners and visitors to spend time.

Together with the development of Staapli residential quarter, Krusenstern Square and a promenade on quay no. 43 were built, between Estonia’s most seaside apartment buildings and the water line. In 2019, the renovation of Noblessner quay no. 42 and the promenade in front of Kai Art Centre were completed.

In the course of establishing the Staapli residential quarter in Noblessner harbour complex, the necessary paths and utility networks (water, runoff and sewerage) for residential development were established, and a coastal promenade was built on quay no. 43, with decorative concrete numbers, quay barriers and embedded lighting.

Porphyry, granite and other hard pavements were installed on the paths and squares meant for pedestrians, red massive luminaires with a custom design and ship-shaped seats and greenpsaces also tie in with the nautical theme.

On Krusenstern Square, a canal was developed as an aesthetic element. It uses circulating sea water and diverts it back to the sea via a cascade built on the quay’s edge. In the middle of the square, a special base was constructed for the port complex’s large Christmas tree.

While the residents of Noblessner will park in an underground parking garage with more than 10,000 m2 of space underneath the apartments, the visitors of the culture, service and restaurants in the complex will have a large outdoor parking lot at their disposal.
