The three-floor office building at 54 Pallasti Street takes into account the needs of Lasnamäe District Administration, at the same being as adaptable as possible for future new tenants. The load-bearing construction is composed of three-layer ferroconcrete exterior wall panels together with prefabricated ferroconcrete posts and beams. Ceilings are made of hollow panels, onto which floating floor is concreted. The exterior of the building is marked by dark natural concrete, and the front of the house is enlivened by a balcony solution on posts and graphical wall design (painted embossed diagonals). There are also a few metal (tin) plated details, such as a window in the northern wall of the building and a shed for garbage bins on the southern side standing on a metal frame and surrounded by tin and ribbed walls. The porch is a prefabricated ferroconcrete construction that forms a balcony standing on pillars and bordered with barriers. As regards the interior, all floors have mostly one typical layout: there are two corridors with office rooms at the sides and technical and support spaces in the centre.
